This working paper has been published based on a ground-breaking project on global diaspora activism at George Mason University in Washington D.C., inaugurated in collaboration with the McArthur Foundation.

Based on extensive research among conflict-generated diasporas - Albanians, Armenians, Lebanese, Serbians, Ukrainians, and Chechens predominantly living in the U.S. - the author argues that academics and policy-makers alike need to revisit the notion that diasporas are not likely agents of moderate transnational politics. Radical and moderate diaspora activities depend on the stages of conflict, on the timing of events relative to developments in the homeland, and on the diaspora initiatives and actions of host-land governments.

This report explores the potential impact of an ageing population on the demand for migrant workers to provide social care for older people. It draws on new data to consider the extent to which migrants may be needed to meet an expanding demand for care services and to examine the implications for employers, older people, their families and the migrants themselves.

Focusing on the UK - and in most detail on the situation in England - it reports the findings of one of four country studies conducted in parallel, between Spring 2007 and Spring 2009, in the UK, USA, Canada and the Republic of Ireland.

This research paper aims to explore to what extent Turkey has overcome its resistance to recognizing the multicultural reality of Turkish society, and whether the state in Turkey is indeed becoming multicultural and post-national. These aspects have a direct bearing not only in terms of domestic politics but also in terms of immigration.

Over the last couple of years, Turkey has emerged as a country of immigration. It would thus be very important to probe into the immigrants’ status and find out to what extent Turkey’s immigration and citizenship policies reflect and acknowledge multiculturalism or whether they still reflect the priorities and practices of a state and society based on cultural unity and homogeneity.

The need to analyse labour market mechanisms in post-industrial Western societies is urgent. Despite laws and policy measures being developed at the European, national and local levels, job-seeking immigrants and ethnic minorities still suffer unequal access and ethnic discrimination.

This volume endeavours to understand why. Four chapters dealing with discrimination, gender, equity policies and diversity management present a lively discussion of the current scientific debate. Besides providing empirical evidence, the authors recommend methods for conducting further research in the field and evaluate the actual effects of discrimination-combating policies.

One conclusion is that systematic analysis of the labour market and its subsequent equity policies must be supported by hard data, such as statistics. With its state-of-the-art scope and unique thematic exploration, this volume transfers knowledge from social science studies to a more operational realm.

Mit einem „Integrationsvertrag” sollen sich neue Zuwanderer künftig zu ihrer Integration verpflichten. Die Bundesbeauftragte für Integration Maria Böhmer plant noch für diese Legislaturperiode eine entsprechende Regelung. Demnach müssten sich Zuwanderer zu Werten der Bundesrepublik bekennen, wenn sie in Deutschland bleiben wollen.

Die Absicht, Integrationsverträge einzuführen, ist im Koalitionsvertrag festgeschrieben (vgl. MuB 9/09). Darin soll zukünftig festgelegt werden, was die Zuwanderer an Unterstützung und Hilfe erhalten, aber auch, „was wir von den Zuwanderern erwarten”, sagte die Integrationsbeauftragte der Bundesregierung Maria Böhmer (CDU). „Jeder, der auf Dauer hier leben und arbeiten will, muss ja sagen zu unserem Land. Dazu gehört das Beherrschen der deutschen Sprache, aber auch die Bereitschaft zur Teilhabe an der Gesellschaft.” Werte, zu denen sich Ausländer bekennen müssten, seien u. a. die Meinungs- und Religionsfreiheit, die Gleichberechtigung der Frau sowie die Akzeptanz von Homosexualität. The paper presents the application of the Delphi survey method for eliciting expert knowledge to be used in forecasting immigration flows to selected European countries. The adopted perspective for the analysis is the one of Bayesian statistics, where the expert knowledge can serve as a basis for formulating prior distributions, which are further combined with the data in order to produce forecasts.

This paper aims at presenting the Delphi technique, the construction of the survey and then the translation of the answers obtained from the experts to prior distributions .

Der britische Premierminister Gordon Brown (Labour) hat Mitte November die Reform der Einwanderungspolitik vorgestellt. Mit einem Punktesystem soll die Einwanderung stärker an den wirtschaftlichen Bedürfnissen ausgerichtet und eine Belastung des britischen Arbeitsmarktes vermieden werden. Zugleich müssen Migranten eine zusätzliche Abgabe bei der Einreise zahlen. Die Einbürgerung wird künftig erschwert.

Die Einwanderungspolitik des Landes wird vor dem Hintergrund der Wirtschaftskrise und der für Mitte 2010 anstehenden Parlamentswahlen seit Monaten heftig diskutiert. Die Zuwanderung erreichte 2007 einen neuen Netto-Höchststand von +233.000 Personen, sank 2008 aber wieder auf +163.000. Im Oktober veröffentlichte das britische Statistikamt Schätzungen, denen zufolge die Bevölkerung bei anhaltender Einwanderung bis 2029 von momentan etwa 61,4 Mio. auf ca. 70 Mio. Personen anwachsen würde.

Dies zöge aufgrund des steigenden Bedarfs an staatlichen Sozialleistungen enorme Folgekosten bei den Transferleistungen nach sich. Außerdem verstärkt es die bestehenden Befürchtungen in der britischen Bevölkerung vor Überfremdung. Eine strengere Einwanderungspolitik hatte Brown bereits mehrmals angekündigt. (…)

The economic crisis created a political imperative to act swiftly to deal with its consequences. This scramble for answers led to myopia in the selection of policies which risked the long-run competitiveness of countries. Anti-globalisation measures were particularly appealing, but there has not been a universal backlash.

This paper investigates the recent policy developments in trade and immigration. Despite considerable discussion of emerging protectionism, trade policy remained resilient. High level political commitment to keeping markets open and international cooperation continued throughout the crisis. The globalisation backlash has been focused at the national level - in particular on high-skilled immigration policy - where the primacy of national policy-making remains and international coordination is absent.

The differential crisis response is attributed to the role of global governance and argue that it has locked in globalisation. There are strong multilateral institutions in trade, but not in immigration. Where there is a regional dimension, governance arrangements have constrained countries from acting unilaterally.

Geduldete Flüchtlinge müssen weiterhin auf eine abschließende Regelung ihrer prekären aufenthaltsrechtlichen Situation warten. Die Innenminister und -senatoren konnten sich auf ihrer Herbsttagung nur auf die Verlängerung der bestehenden Regelung um zwei Jahre einigen. Oppositionsparteien und Flüchtlingshilfsorganisationen fordern nun eine Initiative der Bundesregierung.

Die Innenminister von Bund und Ländern haben auf ihrer Konferenz am 3. und 4. Dezember in Bremen die Bleiberechtsregelung für langjährig Geduldete verlängert. Die seit Ende August 2007 geltende so genannte Altfallregelung (§§ 104a/b AufenthG) sieht vor, dass langjährig geduldete Flüchtlinge, d. h. Menschen, die zum 1. Juli 2007 mindestens acht Jahre bzw. bei Familien mit minderjährigen Kindern sechs Jahre in Deutschland lebten, eine bis zum 31.12.2009 befristete Aufenthaltserlaubnis erhalten. (…)

Geldsendungen von Migranten in ihre Herkunftsländer („Remittances”) werden aus makroökonomischen Gesichtspunkten immer wichtiger. Auch für Serbien ist es in Zeiten der Finanzkrise von großer Bedeutung, dieses vorhandene Kapital besser zu nutzen.

Die kontinuierliche Steigerung der Geldtransfers serbischer Migranten in ihr Herkunftsland und ihre wachsende Bedeutung für die serbische Volkswirtschaft bringt es mit sich, dass sich die Akteure des Finanz- und Wirtschaftssystems seit einigen Jahren verstärkt mit den Potenzialen der Remittances-Flüsse auseinandersetzen.
